Our Goal: Reduce the number of cars on the road.

People dont want to give up using there cars, so how do we convince pople to use other modes of transport?

simple.. a pay as you use model that incurrages people to take passengers or seek alternative transportation to avoid extra costs.

Step 1: Change the outer roads around the cbd into a massive 6 lane roundabout.
Step 2: Install cameras at the entry points to the cbd and implement a toll system where you get charged a entry fee unless you are comuting with a passenger.
Step 3: Break melbourne up into zones and install cameras that charge people when they drive across zones without a passenger.
Step 4: Setup a priceing structure that changes depending on traffic conditions Higher during peek hour for example
